New Generation Humanitarian NGO condemns the behavior of the RA MP Gevorg Petrosyan

Since 06.08.2018, Gevorg Petrosyan, a lawyer and lecturer at YSU Faculty of Law, is particularly active in making hate speech posts on the Facebook platform.

LGBT people and representatives of the non-apostolic church are targeted in his Facebook posts, which are presented below (see also Annex 1).

  • 06.08.2018 - I do not know who and how much is going to blame me, but for the  moment we need to throw out(mildly saying) homo-addicts, sectarians and their defenders of our Holy Land …
  • 06.08.2018 - Some jugglers have nothing to do but wait for a publication to show their "power"...

Yes, I have said and am repeating: we need to get rid of homo-addicts and those sectarians who throw the newborn down the balcony, reasoning that their faith is demanding it...
I think it’s about national security...

And I don't want ugly and useless comment writers to think that if I do not respond to their roaring I have nothing to say...

I have a lot to say, but my status doesn't let me call things by their names...

Some false users and their consultants have become more active in my notes on homo-addicts and destructive sectarians who ruin our value system...

I know very well who's behind who...

I do not respond to personal insults because I realize that any of my posts will be subject to discussion and will be attributed to my political party ...

  • 07.08.2018թ.- We’re losing our homeland

I have been informed that a non-governmental organization of unknown origin called Pink Armenia has appealed to the Police of Armenia to bring me to responsibility for expressing my opinion against homo-addicts...

First of all it's up to the court to give a judgement, and also you should read Article 96 of the Constitution...But the point is the following …

People, we’re losing our homeland...

Gevorg Petrosyan's posts contain hate speech, discrimination and hostility against religious and sexual minorities.

 

Article 29 of the RA Constitution establishes the prohibition of discrimination based on sex, race, skin color, ethnic or social origin, genetic features, language, religion, world view, political or other views, belonging to a national minority, property status, birth, disability, age, or other personal or social circumstances.

Moreover, Article 226 of the RA Criminal Code provides for liability for inciting religious hatred.

Gevorg Petrosyan by his conduct has violated the ethical rules of the parliamentary member:

Particularly, Article 3 of the Law on Safeguards of the Activities of the Deputy of the National Assembly of the Republic of Armenia defines that the Ethics Rules of the deputy are to respect  and observe the law, in the exercise of his/her powers, not be guided by his/her interests or those of the persons related to him/her; not use the reputation of the Deputy’s office in his/her interest or that of another person;  to manifest conduct befitting the Deputy anywhere and in any activity; to manifest a respectful attitude towards his/her political opponents, participants of debates in the National Assembly, as well as all the persons with who the Deputy has contacts when exercising his/her powers..

As we have already mentioned, Gevorg Petrosyan is also a lecturer at YSU Faculty of Law.

According to the internal disciplinary rules of "YEREVAN STATE UNIVERSITY" Foundation March 26, 2015, YSU employees are obliged to: 1)  perform the duties as provided for by the Labor Code, the laws of the Republic of Armenia "On Education", "On Higher and Postgraduate Professional Education", in accordance with YSU Charter, YSU internal disciplinary rules and legal acts, and employment contract or individual legal acts,  comply with the requirements of security and health protection and work organization and implementation rules, to keep the honor and reputation of YSU.

Gevorg Petrosyan's remarks are obviously discriminatory and violate human rights and freedoms established by not only the RA domestic but also the international laws and treaties ratified by RA.

New Generation Humanitarian NGO condemns the behavior of MP Gevorg Petrosyan and calls on:

  • The NA Ad Hoc Committee on Ethics to hold Gevorg Petrosyan accountable for violating the ethics norms,
  • The law enforcement bodies of RA to institute criminal proceedings on the basis of the crime report on Gevorg Petrosyan,
  • YSU Rector to introduce disciplinary proceedings against Gevorg Petrosyan on not fulfill their YSU employees duties,
  • The Armenian media to refrain from disseminating hate-speech and incitement to violence and misinterpretation of the facts.
  • The Armenian Government to implement the policy of eliminating discrimination and violence by relevant speeches, legislative amendments and other effective measures.

All competent authorities should demonstrate consistency on this case as such calls and posts, actual violence and stigma have begun to root in new, post-revolutionary Armenia and threaten the lives and health of a number of citizens.

The New Generation Humanitarian NGO is guided in its work by principles of legality, equity and equality of everybody before the law, and will be consistent in fair and impartial investigation of this case.
