On July 31, 2018 a meeting with New Generation Humanitarian Non-Governmental Organization was held by Hasmik Harutyunyan’s suggestion, the head of the Global Fund programs coordinating group, at RA Ministry of Healthcare.
During the meeting, representatives of New Generation Humanitarian NGO raised the issue of making amendments to the decision of RA Minister of Healthcare. In particular, the sub-clause (a) of 15 clause, Article 1, Annex 1, 2013 February 7 N06 decision made by RA minister of Healthcare that states “homo-addictedness” as permanent contra-indication for blood donation.
The decision also has a problem of terminology because the word "homo-addict" is an offensive expression and must be replaced by "homosexual person".
The representatives of the ministry approved recommendation on terminological changes in the decision of the Minister of Healthcare and removal of homosexual people from the list of permanent contraindications. The parties agreed to submit the full package of amendments to the Government after having completed it.
The draft law on Sex Reassignment Surgeries and Legal Gender Recognition being developed by New Generation Humanitarian NGO was also discussed at the meeting. The ministry staff expressed a desire to re-discuss the issue after having been acquainted with the final draft law.
The meeting was held in a constructive atmosphere and an agreement was made to continue such meetings in order to ensure the equality of everybody in the Republic of Armenia and reduce the risks of discrimination.
