On June 5-8, 2018 four-day training on Capacity Building and Empowerment of Mass Media Representatives on Human Rights Protection was held by ''New Generation'' Humanitarian NGO.
During the training the participants explored the following topics:
*Human rights: Protection Mechanisms and ECHR
* Stigma and Discrimination,
*Freedom of speech vs Hate speech
On the first day of the training, trainer Hasmik Harutyunyan presented the following topics:
• European system of Human Rights Protection
• European Convention on Human Rights
• European Court of Human Rights: application procedure, criteria and practical instructions
On the 2nd day trainer Ara Gharagyozyan presented the following:
*What is Torture
*Distinction between Torture and Ill treatment as violation of the right defined by Article 3 of the European Convention on Human Rights
*Investigation Peculiarities of the cases of victims that have been subjected to Torture
*International standards for the effective investigation and documentation of torture and ill treatment
*Legal positions as reflected in the judgments of the European Court of Human Rights
During the second half of the training day plenary session took place with the participation of Naira Sergeeva, Monitoring and Evaluation specialist of the Global Fund Program Coordination Team (PCT) of the Ministry of Health.
National Programme on the Response to the HIV Epidemic, the work of the Global Fund Country Coordinating Mechanism in Armenia were discussed during the session. There was an active discussion on HIV and AIDS between the speaker and the participants of the plenary session.
On the 3rd day Trainer Anahit Mkrtchyan introduced the topic of Prevention of Stigma and Discrimination. Within the framework of the topic the following was discussed:
• Prohibition of Discrimination in International and In-state Legal Documents
• Grounds of Discrimination
• Types of Discrimination
• Manifestation of Discrimination through Violence
On the 4th day Trainer Anahit Mkrtchyan introduced the topic of Freedom of Speech vs Hate Speech. Particularly the following issues were discussed:
• What is Freedom of Speech? What is Hate Speech? How to differentiate Freedom of Speech from Hate Speech?
• Existing Liability Mechanisms for Hate Speech
• Insult, slander. Presentation and discussion of Litigation Cases.
The theoretical part of the training was accompanied with video screening, interactive practical activities and games which made the material more easy to understand and perceive for the participants.
The training was held by New Generation Humanitarian NGO within the framework of the project on Capacity Building and Empowerment for the Protection of Human Rights of LGBT people in Armenia, with the financial support of Norwegian Helsinki Committee.
