INVITATION TO TENDER

TENDER No. "Audit”  NG-45-001-1907

INTRODUCTION:

New Generation Humanitarian NGO invites offers from eligible suppliers for the provision of audit services for 3 projects of the օrganizaton.

COMPONENTS OF TENDER REQUIRED:

The tender application must be provided in the required format, accompanied by adequate technical documentation in English or Armenian, and information on:

Tenders which do not include all the components of the application as listed above will be rejected.

TECHNICAL SPECIFICATIONS:

Project Audit (as per details in enclosed Technical Annex)

Tenders with lower technical parameters than stated here will be rejected for failure to comply with the technical requirements.

PRICING:

Prices must be quoted in AMD. The prices must be firm and fixed and not subject to any adjustment following the date of signature of the contract.

VALIDITY:

The tender must be valid until 10th of January, 2020.

DELIVERY SCHEDULE:

The delivery of services should be completed in 10 calendar days from the date of Contract signing unless otherwise agreed by the parties at the contract signature.

PAYMENT: 

The payment for the invoice will be made within 10 banking days after of servies and signing of the acceptance certificate. Payment will be made in AMD via bank transfer.

GUARANTEE:

The successful bidder will be required to sign the contract within 5 calendar days of being notified of the acceptance of their offer.

AWARD CRITERIA:

The evaluation of the bids will be done based on the offered price.

The purchaser may visit prospective suppliers or require other evidence to verify their ability to successfully handle the order before awarding the contract. In addition, the purchaser may visit successful service suppliers to confirm their compliance with the requirements set out in this Invitation to Tender, and in particular relating to ineligibility criteria or grounds for exclusion. The supplier may also be requested to supply additional documents to testify to the company’s capacity to deliver within the requirements specified.

INELIGIBILITY CRITERIA: 

Tenderers falling into any of the following cases are excluded from participation in the procurement procedure:

(a)           They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

(b)          They have been convicted of an offence concerning their professional conduct by a judgment that has the force of res judicata;

(c)           They have been guilty of grave professional misconduct proven by any means that the contracting authority can justify;

(d)          They have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;

(e)           They have been the subject of a judgement that has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to New Generation Humanitarian NGO’s financial interests;

(f)           Following another procurement procedure or grant award procedure financed by New Generation Humanitarian NGO, they have been declared to be in serious breach of contract for failure to comply with their contractual obligations.

(g)          They are engaged in the exploitation of child labor

(h)          They do not respect and violate human rights, show discriminatory attitude based on sex, race, skin colour, ethnic or social origin, genetic features, language, religion, world view, political or other views, belonging to a national minority, property status, birth, disability, age, or other personal or social circumstances.

Candidates or tenderers must provide a written statement with their tender documents that they are not in one of the situations listed above.

 The deadline for receipt of the tender is January 8, 2020, 12:00p.m.
